
Dr. Steven Gutierrez
Chief Operating Officer – Tomball ISDDr. Steven Gutierrez received his Bachelors of Arts degree in English at the University of California, Los Angeles (UCLA). Upon his graduation, he was accepted by Teach for America (TFA) to begin his teaching career in Houston ISD at Patrick Henry Middle School as a 6th-8th grade ESL and language arts teacher. Having demonstrated strong instructional results and leadership, Dr. Gutierrez was promoted to dean of students at West Briar Middle School.
He was then selected to serve as the principal at The Rusk School, a PK-8 science and technology magnet school. During his tenure as principal, The Rusk School served Houston ISD’s largest homeless population (30%) and the highest mobility rate (50%). Instead of seeing these as obstacles, Dr. Gutierrez worked with his school team, The Star of Hope Homeless Shelter, and community organizations and businesses to provide high quality instruction and social-emotional support. As a result, The Rusk School elevated accountability ratings from Acceptable to Exemplary during his leadership at Rusk.
Dr. Gutierrez was then promoted to school support officer, where he supervised and coached elementary and secondary principals across the district. After six years in this central office role, he was tapped to serve as an Area Superintendent that managed a team of school support officers and 46 elementary and secondary schools in the Northwest Area of Houston ISD.
Dr. Gutierrez recently transitioned into a new role and new district; he currently manages the Tomball ISD operations as Assistant Superintendent of Ancillary Services. Departments under his leadership include: Transportation, Child Nutrition, Maintenance, Custodial Operations, and Construction.
Dr. Gutierrez earned his master’s and doctorate degrees in education from the University of Houston.
